Project Description
In partnership with UNICEF Philippines and the National Council for Early Childhood Care and Development (ECCD), CSF has provided technical support to the Government of the Philippines in developing the country’s National ECCD Strategic Plan.
Although the Philippines has an existing ECCD law, the absence of a unified strategic plan has limited coordinated decision-making, with policies often being developed in silos. This initiative aims to create a comprehensive, multisectoral framework that brings together education, health, nutrition, and social protection stakeholders to ensure a cohesive approach to early childhood development.
The project is being implemented in two stages:
- Assessment and Reporting – Conducting nationwide consultations, workshops, and field visits to assess existing ECCD programmes and identify key gaps.
- Strategic Plan Development – Drafting a national plan that integrates sectoral policies, aligns national programmes, and defines clear priorities for action.
Results
- Launched a collaborative process for developing the first-ever National ECCD Strategic Plan.
- Conducted multi-stakeholder consultations with local governments, health clinics, and primary school teachers across regions.
- Produced a comprehensive assessment report highlighting current ECCD programmes, gaps, and opportunities.
- Strengthened coordination among key sectors — education, health, nutrition, and social protection.
- Built national consensus on a shared vision for early childhood development in the Philippines.
- Hosted two large workshops with primary school teachers and the head of Department of Health.
