Empowering Protection Services through the GBV-MIS Platform

Djibouti
2022

Project Description

CSF in partnership with UNFPA Djibouti and the Government of Djibouti, developed a Gender-Based Violence Management Information System (GBVMIS) to strengthen data-driven response and coordination across sectors. The system aims to help decision-makers better understand, monitor, and respond to GBV cases nationwide by creating a centralized digital platform for case registration, tracking, and reporting.

Until now, most documentation of GBV cases has been handled manually on paper, resulting in delays, data fragmentation, and limited inter-agency coordination. The new GBVMIS addresses these challenges by providing a common data hub accessible to key institutions involved in GBV response — including social, health, and justice sectors.

Through this platform, partners can efficiently record, follow up, and manage cases in real time, ensuring survivors receive timely and coordinated support. To promote accessibility and ease of use, CSF has developed both web-based and mobile applications, enabling field-level data entry and improved communication among partners. The GBVMIS thus serves as a vital tool for evidence-based decision-making, enhanced coordination, and strengthened protection services for survivors of gender-based violence in Djibouti.

Results
  • Established a national GBV Management Information System (GBV-MIS) to centralize case data and improve coordination among key sectors — social, health, and justice.
  • Enhanced inter-agency collaboration, enabling faster communication and case referrals between government departments and partner organizations.
  • Strengthened survivor-centred response, allowing quicker case follow-up and better service coordination for survivors of GBV.
  • Improved data quality and availability, providing decision-makers with accurate, up-to-date information for planning, reporting, and resource allocation.
  • Built national capacity, training staff and stakeholders on system use, data protection, and case management protocols.
  • Laid the foundation for evidence-based policymaking, using reliable data to guide national strategies on gender equality and protection.
