Digital Systems Diagnostic for Child Protection
Project Description
As a strategic ICT advisor, Community Systems Foundation partnered with UNICEF Bangladesh to assess and strengthen the organization’s suite of information management systems supporting child protection and inclusion.
UNICEF Bangladesh manages multiple national digital platforms — including the Birth and Death Registration Information System (BDRIS), disability databases, child helpline, and case management systems — all designed to ensure that no child is left behind. However, these systems faced challenges such as siloed development, outdated technology, and limited user adoption, reducing their effectiveness for data collection, coordination, and service delivery.
CSF conducted a comprehensive scoping mission, engaging key stakeholders to assess each system’s functionality, scalability, and integration potential. The findings were consolidated in a Recommendations Report, which now serves as the foundation for UNICEF’s future ICT investments and modernization roadmap.
- Completed a national ICT systems diagnostic, reviewing platforms supporting child protection, birth registration, and case management.
- Identified key operational and technical bottlenecks, including duplication of efforts, lack of interoperability, and data gaps.
- Produced a comprehensive Recommendations Report outlining strategic investment priorities for UNICEF Bangladesh.
- Enhanced stakeholder understanding of system interlinkages and the need for a unified digital ecosystem.
- Laid the groundwork for modernization, supporting UNICEF’s efforts to strengthen digital inclusion and data-driven decision-making.
