Education systems worldwide are under increasing pressure to deliver learning outcomes that are measurable, equitable, and secure—while navigating rapid digital transformation. At Community Systems Foundation (CSF), we believe that global public goods—open, adaptable, country-owned digital solutions—are essential to building resilient and sustainable education systems.

At CIES 2026, we look forward to engaging with partners, researchers, and policymakers around the theme of Education and Peace in a Divided World and the transformative potential of education, systems on how open-source technologies can make a positive impact in learning outcomes.

Leveraging OpenEMIS for Efficient, Fair, Secure, and Accessible Education Assessments: Pathways to Integrated National Systems
Saturday, March 28 | 2:45–4:00pm | Venue:  TBA

In many countries, examination systems and Education Management Information Systems (EMIS) remain disconnected, leading to duplicated data, inefficiencies, and missed opportunities for insight.

In this session, CSF will present how OpenEMIS, our open-source education management platform, can support the integration of national assessment systems within broader EMIS architectures. Drawing on country experience, we will highlight:

  • Modular and interoperable system design
  • Secure approaches for high-stakes assessment data
  • Practical implementation pathways for Ministries of Education
  • Strategies to reduce reliance on proprietary platforms

By linking assessment data to student, teacher, and school information, OpenEMIS enables more coherent planning, improved transparency, and stronger system-wide decision-making.

Let’s Connect at CIES

CIES offers an important opportunity to exchange ideas and build partnerships. We welcome conversations with Ministries, development partners, and researchers interested in:

  • Integrated national data systems
  • Assessment reform and digital transformation
  • Open-source global public goods for education

If you will be attending CIES 2026, join us at our session on March 28 or reach out to schedule a conversation before or during the conference.

Together, we can strengthen education systems through sustainable, country-owned digital public infrastructure.
