CSF to Lead CSW70 Virtual Session on Strengthening National Systems to Address Gender-Based Violence

Community Systems Foundation (CSF) will lead a virtual parallel event during the NGO CSW70 Forum titled:

“Strengthening Gender-Based Violence Response through National Systems.”

The session, organized under the auspices of NGO CSW/NY, will highlight ongoing collaboration between CSF, UNFPA, and the Government of Djibouti to strengthen national systems for reporting, managing, and responding to gender-based violence (GBV).

The session will be led in French by CSF Chief Programme Officer, Jeeveeta Agnihotri, with input and insight from UNFPA Djibouti Officials and Government Counterparts.

Moving Beyond Fragmented Data Toward Accountable National Systems

Across many countries, GBV response systems face persistent challenges:

  • Fragmented data collection across ministries and service providers
  • Limited interoperability between health, justice, and social protection systems
  • Weak case tracking and follow-up mechanisms
  • Insufficient transparency and accountability in handling sensitive cases

These gaps not only limit effective service delivery — they weaken national capacity to prevent violence and protect survivors.

CSF’s work in Djibouti, in partnership with UNFPA and national authorities, demonstrates how purpose-built, nationally owned digital systems can help address these structural challenges. And how open-source systems and lessons learned developed in Djibouti can be used in other contexts to make rapid progress.

Systems Strengthening as a Foundation for Gender Equality

For CSF, this session reflects a broader commitment: to strengthen national data systems for equity, accountability, and sustainable development.

For more than three decades, CSF has partnered with UN agencies and national governments to design and deploy public good digital platforms across sectors — including women affairs, statistics, planning, and health. These systems:

  • Improve data quality and accessibility
  • Support evidence-informed decision-making
  • Strengthen institutional coordination
  • Enhance transparency and accountability

The work in Djibouti extends this approach into the critical domain of gender-based violence response, demonstrating that digital transformation must serve not only efficiency — but protection, rights, and justice.

Djibouti Dialogue

At CSW70, we aim to elevate this systems perspective: sustainable progress on gender equality requires investments not only in policy commitments, but in the national digital infrastructure that enables implementation and oversight.

A Practical Dialogue for Adaptation and Replication

The session will present:

  • Lessons learned from national implementation
  • Institutional challenges encountered and addressed
  • Considerations for adapting similar systems in other country contexts

Participants will be invited to reflect on how digital public goods and nationally governed systems can strengthen GBV response in their own settings.
